It has been a problem in the Richmond, Virginia area for going on two years now.

One company that does blood tests had to switch to UPS and Fed-Ex as samples arrived out of date. Some businesses got no mail for weeks at a time.

Of course the increased cost by dumping the USPS is borne by the consumer.
