She also suggested that it is not "appropriate" for Netanhayu to come to the United States shortly before his own re-election.

"This presentation will take place within two weeks of the election in Israel," she said. "I don't think that's appropriate for any country, that the head of state would come here within two weeks of his own election in his own country."

Congress has the power to regulate commerce not only among the several states but also with “foreign nations.”

This is one of the powers Congress can use to establish (or end) trade sanctions against Iran, which is what Congress wants to hear from Netanyahu about.
Congress has plenty of authority to bring in Netanyahu — or anyone else — to talk about Iran. It doesn’t have to say so much as “boo” to the White House.

It didn't work under Carter and it won't work now.
