This is one of the powers Congress can use to establish (or end) trade sanctions against Iran, which is what Congress wants to hear from Netanyahu about.
Congress has plenty of authority to bring in Netanyahu — or anyone else — to talk about Iran. It doesn’t have to say so much as “boo” to the White House.
