Lost taskbar at bottom of screen

How do I restore it to the default? I have XP

You should be able to just move your mouse all the way down to the bottom of the screen until you get an up/down arrow, left click, and drag it back into place.

If that's not it, I'm lost.

Another way is to go to the Control Panel and click on Task Bar and Start Menu. Then check or uncheck any box that you want or need.
