Stupid question.
First off, and most importantly? He didn’t. He was alluding to just one scene and none already famous one which has been used many times since.
To alert the people to the fact that something new is coming back to Chicago: actual enforcement of the laws against the random murders being committed there almost daily (and worse on weekends).

Your imagination is lacking when it comes to the glaringly obvious. Again, I wish he had chosen a different theme. But the theme he used to announce an upgrade (albeit temporary) in the delivery of protection to those local residents is far less important to me than the objective itself.
So far, it’s worked in DC.
Another ridiculous “question” which is irrelevant to the actual topic: the need of the Federal Government to step-in where the local law enforcement either can’t or won’t do the job.
I already discussed my own position on that. And l, inasmuch as I’m not now nor will I ever be the President, your question is particularly meaningless.

It makes for lengthy posts. Maybe consider “asking” one or two “questions” per post? It would be even better if you’d refrain from asking silly irrelevant “quesrions.”
