I'm not sure I understand the allegation.

Ever since wars began, wars against criminal organizations, wars against hostile intelligence services, and operations against enemy political/propaganda entities (etc), one side or the other has been using opposing force assets to infiltrate - scout out - etc the other side. Hell, the police use informants all the time to perform dangerous activities every single day.

I'm not sure I understand or believe the complainants know the real intent or what constitutes a "Human Shield" under the Geneva Convention. I think the Propaganda Machine of the Islamic Resistance is grasping at straws.

There is a great difference between the use of non-combatants as sandbags for cover and concealment and using Kit Carson Scouts or Indian Scouts or controlled informants to perform life-threatening tasks or to recon forward for military, intelligence, or law enforcement activities.

The complainants include soldiers from the IDF.

One soldier had been told Palestinian civilians were being used to replace the dog units that search for explosives “because too many dogs had died”, he added.

In Israel in 2005, the supreme court banned using Palestinians as human shields in response to a petition against the military’s “neighbour procedure” in the West Bank, in which soldiers forced civilians to go ahead of them when raiding houses there.
