I assume you have only seen the movies by Jackson and not read the Trilogy or you would understand that Tolkien absolutely detested centralized government and the impositions on the Brits not only during the war by Churchill who at least imposed regulations due to necessity but after the war by Lord Attlee's socialist government. Tolkien was a self described anarchist who detested governments interfering in every aspect of every persons every day life.
