Western investment was flowing into Libya, the country was becoming more westernized and, most certainly, it was no longer a threat to the USA.

Mueller was not working for Congress but for the DOJ which is under the President. Congress has subpoenaed all of the underlying evidence from that investigation and the WH has refused to honor those subpoenas.
