The government isn't a charity and they aren't there to support scientific research, pay for higher education or employ everyone in the country. They are there to promote the general welfare which means the opportunities are there and available to anyone with enough ambition to make the most of them. Outside of infrastructure and the military and protecting the citizenry from predators, the government has no reason for existing.
