Anyone can say "I'm going to reduce" waste and then post random arbitrary unverifiable claims all day long.

Trump and Musk have no managerial skills, none, they are fools with power, Trump's is from being President and Musk's is from money.

Firing critical nuclear staff and critical FDA staff during a bird flu crisis and then calling them back claiming it was a mistake, is utter incompetence.

In the real world a target reduction staff number is defined and then the managers of these departments are told to cut - say - 15% of their staff and they pass that down the chain of command so each sub manager selects the best 15% to cut, the staff that don't have critical functions and so on.
