No, it is not just gang members who are being sent back. They have no way of knowing who is and who is not with how it is being handled. Sinply looking atcsomeone's tattoos to determine if they areca criminal might be enough in a counrry like El Salvador, but it is unworthy a country like the US.

Trump invoked the 1798 Alien Enemies Act to deport those people to El Salvador. The problem with this is that the Act didn't cover this situation.
