The reason why the deficit went down under Clinton was

1) He raised taxes on rich people in 1993.
2) His economy was so awesome we weren't spending money on welfare/unemployment
3) The Social Security Surplus outpaced the General Fund deficit.

Not to worry, it didn't take Bush long to fuck that all up with two recessions, huge tax cuts for billionaires, and spending like a drunken sailor in a whorehouse.
