I partially agree with you. The people who run him didn't want to fix the problem because in my view the whole border crisis was by design, created in order to be used as a pretext for ushering in their authoritarian policies, and moving us toward a surveillance society.

The Reaction - this one is obvious; outrage, fear, people crying out to the government to do something!
