Alright, I watched several other videos that didn't have that but didn't watch that one.
It was much more than just a grab... It was a full body weight press against the neck vertebra assembly. In martial arts such a move is considered to be a lethal strike.

The foolishness of the entire thing Is that I'm pretty sure department policy is going to say that the police officer should have waited for backup for many reasons. Had he done that there would not have been any fatality in this instance. If Cure chose to run in the meantime well then he would have become a fugitive. In some areas reckless driving is automatically arrestable. If he knew before he pulled him over that he was going to make an arrest his first call should have been for backup.
Are you an expert? What he was doing was gaining advantage on the officer, and in a hand to hand situation, you can’t have that…That’s how the officer ends up dead….
