But if you accuse him of belonging to illegal or subversive groups or maliciously and dishonestly accuse him of illegal activity in a way that harms his/her reputation, livelihood, choices, opportunity, you have grounds for legal recourse.

If you were capable of reading my post, you would see that accusing someone of illegal activity that has no basis in a way that harms that person IS libel or slander. That was one thing my journalism courses constantly pounded into our heads as well as the business law courses that I took.
