I like the river barrier idea. If people simply die of their own foolish attempt to swim the river (a natural barrier) plus go into the water at all, knowing they probably have little chance making the American shore, but go anyway, it is their decision, to die that way, rather than walk another 3 miles (after walking hundred or more) to stand in line to enter and make their case.
