The 17th Amendment has helped to cause this. The Federal Reserve Act has helped to cause this. The Federal Income Tax Act has helped to cause this. Fiat Currency with voters who learned to put people in that give them the goodies has a shelf life. Incredible gains followed by incredible reductions.

The EC has had many changes since set up a long long time ago.
