If you really want to get them out of here then you need to address the root of the problem. They’re coming here to work.

They have an incentive to come here. They want to make money. Employers have an incentive to hire them. They want to save labor costs.

With those incentives, they will find ways to get here. If you hit them by fixing the root issue, then problem solved.
