the president proposes, congress disposes - regardless, laws on the books get amended per the constitution.
 
One of Kasich's big donors is likely an insurance company. They are now threatening shit, so he comes out to make sure they get their corporate welfare in the deal they made with Democrats to **** us all over.

And no, when you had filibuster and veto proof majorities in both houses you didn't need a "bipartisan congress". How do you think Obamacare was passed in the first place?

So, for the two years it was in effect until Republicans won the house, why didn't the Democrats try to tweak a failing bill in earnest? Oh wait. Just another party too concerned with forcing their political agenda down the throats of hapless Americans...
