Maybe he is someone who ALWAYS carries. Doing so is not unlawful but more importantly is not grounds for our government to just up and shoot "TO KILL". 10 rounds fired, while he's on the ground and AFTER one of the agents took his weapon.
Each one of those rounds were punitive since they certainly were NOT fired in DEFENSE from everything we can see in the video.
How would the agents know that was his only weapon?
