No, there could easily be policy that could be introduced that create pathways for people in this sort of situation. This is what the DREAM ACT is about. But it has failed in the past because republicans voted against it. Facts matter, and there are not that many loose ends here.

If she chose not to go to a lawyer because it seemed easier to just keep being an illegal since previous administrations didn't deport people, well that was a poor choice. But I suppose that runs in her family given that her parents immigrated illegally and put her in this position.
What if you found out today that you were in this situation, and you got a lawyer, and they said there is no clear pathway for you? Would you self deport yourself to a country that you've never been to and has a different language and culture? Imagine it: at six years old, you move to a new country with your parents, one with a different language and culture, through no fault or choice of your own. You grow up there. All your experiences, memories, friendships, and family ties are rooted in that country. A country you might not even know the primary language of all that well.

I keep asking, but what specifically could she have done to gain a green card? it sounds like she was going through some process, but some of the methods she might have available can take a very long time.
So as an 18 year old you would have said, damn you parents for bringing me here. I am going to use my money (as an 18 year old) to get a lawyer, leave the US back to Brazil, and then regain entry to the US? But then in 2012, when she was approx 20, DACA came into force, and there was talk about creating pathways to green cards for DREAMERS like her. So what then?
So as an 18 year old that has no money, you would be happy to go to Brazil find accomodation, find a job etc?
The law makes people like her deportable, but it does not require that they be deported. That choice is a policy decision about enforcement priorities, not a legal mandate.
