What about how a proposal/platform works is a strawman? You've built dumbassery in not understanding how a proposal works in pretty much every business, including politics. A proposal is a strategy, and the execution of the strategy in politics is accomplished through the legislative branch.

You have to have some detail to figure out if their goals are feasible or if the outcome is even likely.

You can’t just say I’m going to lower healthcare costs by “promote choice and competition” without explaining anything about what that means. It’s meaningless. It’s what you would say when you don’t have any idea how to lower healthcare costs.

No you don't .. in every business, there is a strategy, and that strategy establishes the direction the organization wants to go, and the 'detail' or 'how' is done through road-mapping, project funding and execution of the strategy to deliver key milestones and the goal of the strategy.
