As a lawyer, he understood the law and as a senator he understood our government and how it works. Probably why he managed to get his healthcare plan passed while his successor complained he didn't know how complicated the subject was.

As for losing money serving the nation, you must have seen Trump's tax returns, I haven't so I can't comment.
