On June 14th of 1777 The Marine Committee of the 2nd Continental Congress resolved that the flag shall be 13 stripes and 13 stars on a field of blue:
“That the flag of the United States be thirteen stripes, alternate red and white; that the union be thirteen stars, white in a blue field, representing a new constellation.”

In 1795, two more stars and stripes were added for Vermont and Kentucky.

In 1818 it was determined that the flag should have 13 stripes, and stars added per admission.

...tomorrow, June 15th, of 1836 Arkansas becomes the 25th state.

"In 1916, President Woodrow Wilson issued a proclamation that officially established June 14 as Flag Day; in August 1949, National Flag Day was established by an Act of Congress."
