Since you reference administrative law judge, you must be referring to the Immigration Judge from 2019 as Judge Xinis is an Article III judge not an administrative law judge.
The Judge in 2019 was a 26 year Marine Corp Judge Advocate General litigator specializing in criminal cases. He then went on, after retirement, to the Navy Marine Corp Court of Appeals.
He was selected to his administrative law position on the immigration court by Acting Attorney General Matt Whitaker and placed in his position by the Trump administration in 2019.
His name was David M. Jones, United States Immigration Judge.
