I assume you are referring to populism, and if so, the answer is that populism doesn't belong exclusively to either "side" or any ideology; anyone can use it as a means to reach their audience.

In this article, the author is basically saying that the European movements to push for equality are fading fast. The conflict is now between people who want *this* type of hierarchy vs. people who want *that* type of hierarchy. They're two different camps of the right wing.
