There isn't really an indication that this is a win for Trump (i.e. the "dick slapping" someone claimed).

If you look at Judge Breyer's order (below).

Judge Breyer didn't deny the request for a Temporary Restraining Order. He ordered the government to respond to the filing in 24 hours (11:00 Wednesday) then gives the State until 09:00 Thursday to file a response with a hearing scheduled for Thursday at 1:30PM.

The TRO was not accepted or rejected, there is no mention of the merits of the case. We will find out about that Thursday after the hearing.
