House GOP is proposing a plan more in line with Hawley. We will see what actually happens.

But the legislation notably doesn’t call for any significant changes in how the federal government pays states for Medicaid. While conservatives have for years called for reducing Medicaid spending, especially for the people newly covered by an expansion of the health-care law, the program now covers one in five people, and President Donald Trump has vowed repeatedly not to cut it.
