He can’t open an inquiry without a vote per the rules change after Trump’s first impeachment, when Republicans complained that Pelosi overstepped her bounds by not having a vote. The rule was set by the Trump Office of Legal Counsel and was followed for the second Trump impeachment. Expect this to go to court, if McCarthy doesn’t back down.

2. The new ones I like are "abuse of power" for forgiving $39b of student loan debt, to open borders in violation of US immigration law, to abandoning $85b of military equipment in AFG

That may still be true. Kevin opened the Inquiry. Next step is to write subpoenas, then they get voted on by the full House.
