In this case, it is to protect someone who threatens his position, and is an absolute attempt to obstruct justice. The next step for Bondi and congress is to call them in as witnesses. They cannot take the fifth over any of their pardoned crimes.

Then indict them for any one of their crimes, forcing them to present their accepted pardons, thus admitting guilt.
