Not surprising because all of New Jersey is little more area than a suburb of New York City which for some reason it was convenient to incorporate as a separate state rather than a borough within the City of New York.

It's the vice district of New York, much as Las Vegas, Henderson, and Clark County, Nevada are the vice district of southern California.

Not to say having a vice district is "bad thing" as such — there were always reasons to separate such a district from the control of outsiders who desire to patronize it for vice. The various home districts of those who patronize the vice are much worse in that respect anyways. There is some attempt to hold loose women or liberal men on the streets accountable to the law, with respect to acts and deeds rather than suggestions or suspicions.
