Because he didn't. Your argument is not logical.

If Trump did precisely the same thing, how would defend him?

FDR wanted in the war. FDR armed England and Russia. Essentially for free. War at the time was the trademark of Democrats.
 
A daft and insane statement.
1. FDR wanted to fight Germany not Japan.
2. No one thought they could get that far, and that their torpedoes would work in shallow harbor.
3. Even the Japanese did not think they could do it until they started planning for it.
4. Hawaii had the largest formations of USAAC combat aircraft, well anywhere.
5. If he wanted to "start a war" with Japan they did not need to risk the entire Pacific Fleet.
Its no a coherent argument.

What I ask you, and show your historical sources this time, why earlier Japan attacked Pearl Harbor. What was there that they believed had to be attacked? Why were ships helpless in the harbor from Jap attacks given they were placed there prior by FDR orders? I told you why. FDR wanted to provoke Japan using

Why did FDR yank the ships out of harbors in the USA to have them at
Pearl Harbor? You can't know why but Day of Deceit explains all of it. FDR was eager to be in WW2.
He moved them from San Diego to Pearl Harbor so they could more easily be used in wartime and as a threat to the Japanese to prevent them from attacking the Philippines. FDR wanted to fight GERMANY to keep the UK in the war, Japan was a nuisance that public opinion required him to deter with economic sanctions. FDR didn't want war with Japan, everyone thought the Japanese would buckle under to the "superior" white man and follow orders. No one, not the British, not the French, not the Dutch especially not the Americans expected the Japanese to attack whites who were clearly superior in all ways (at least that was the thinking on December 6th, 1941.

You might notice that that memo was classified "CONFIDENTIAL" which was the lowest level of classification. It is the second level toady with "NOFORN" being the lowest.
The author was a O-4 when he wrote that memo in 1940, that's lower middle-management in the military. It's unlikely that anyone higher than his commanding officer who was likely a O-5 Commander ever saw that memo. He spent the rest of the war working for MacArthur who wasn't known for the quality of his intelligence officers. They were sycophants who produced reports saying what Mac wanted to hear.

If you read it, you will see that NONE of his recommendations were followed.

When it was sent to HQ, no doubt it was top secret. It is now confidential so it can now be released. YES, he was in charge of intelligence in Japan. And his memo was followed for most of it. Putting ships at Pearl Harbor to threaten the Japanese was done. I posted accurate information and not speculation like you did in reply.

The ships I speak of came from both San Diego and Bremerton, WA. I forget if some also came from SF ports. Frankly it seems the Philippines was a smarter place to put them. FDR signaled to Japan, come get us. Japan came. A president not wanting war would not threaten Japan. Remember, Japan knew the ships were there and sitting ducks.

The Pacific Fleet. They also attacked Wake, Guam, the Phillipines and invaded Malaysia in the same 24 hours. Between those they effectively destroyed all US air forces in the Pacific.

Lt. Commander McCullum's plan worked as detailed but cost thousands of lives.

Had FDR told Congress his plan, I believe Congress would have worked to stop his plan from going into effect.

Also why they hit the Philippines, Guam, Wake, and began the invasion of Malaya/Singapore. The wanted Sumatra, Brunei, and Java but had to take those to get them.

He wasn’t in Japan when he wrote that memo. He had been reassigned for two years.

There no classification markers except confidential on the memo. If it had been more highly classified, the markings would be there with the dates it was reclassified.
