My hunch is that it wouldn't take too much digging to find large sums of Yuan in the off shore bank accounts of the Canal management group.

If the fees are rising then it's a problem. Also if it is true that a Hong Kong holding company manages ports at both ends that is also a problem. Though as JoeB pointed out China is willing to spend the money.....money talks.
