I read that the Steele Dossier was not paid for, so then was an illegal contribution, as well as making false libel against Trump's association with the Russians.

But I agree most people in DC run their own server and it is not illegal to remove classified material from DC.
Some of the emails Hillary sent were not classified until later, and some quotes from classified material she sent was not sensitive.

That's why the Clinton's had their own server. Better security than the internet based AOL email that Colin Powell used.

The FBI said the Clinton's server had never been hacked, but there had been multiple attempts to hack it. US government servers are hacked all of the time. The stuff was more secure on the Clinton's server than it was on the White House servers.

You post so authoratatively and so much of what you post is WRONG. It is NOW illegal to have government emails on private servers, but it was not illegal when Clinton did it. You could have googled that instead of speculating and being WRONG.

Clinton had every right to delete anything she wanted, So long as she had previously provided copies of everything she deleted to the National Archives. Clinton believed that if she sent an email to a co-worker, it was already on government servers, and she had no further need to give a copy to the Archives. That belief was incorrect, and the basis for cries of "lock her up".

The Steele Dossier was in NO WAY "illegal". The Steele Dossier was opposition research commissioned from Fusion GPS by an anti-Trump Republican PAC opposed to Donald Trump, and initially funded by them. They assigned the job to Christopher Steele. When Trump won enough delegates to secure the nomination, the PAC cancelled the research.

When Clinton secured the nomination, the DNC and the Clinton Campaign, instructed their lawyers to obtain opposition research on Donald Trump. The DNC law firm also commissioned Fusion GPS to do the research, and they dusted off the partially completed Steele Dossier, and called Christopher Steele.

Steele didn't know who the client was - in either case. Fusion GPS didn't know who the client was. The clients didn't know who was doing the research and had no contact with anyone other than their lawyers. Their lawyers didn't know who was doing the research and only had contact with Fusion GPS. This is called an "arm's length transaction".
