Your error is in believing that a naval blockade confers effective control in the sense of an occupation in international law. It does not. Israel relinquished effective control (in all of its legal and practical meanings) over the Gaza strip in 2005. The fact that Israel implemented, with cause, a naval blockade does not in any way mean that Israel regained effective control over the territory.
