By using the term "occupation," eight decades after the fact, you are explicitly declaring that there is no possibility of peace in the area. Zero. None.

That's not collective punishment. The Israeli blockade is collective punishment.

The job Hamas is doing as govenors of that area is pretty bad, but it doesn't fit the definition of collective punishment according to international law.
