Hamas doesn't have "own civilians" you nut, Hamas is a radical and partially terrorist organization that recruits itself out of Palestinians living under deplorable circumstances in Gaza for decades - civilians who have been additionally misused and pressured by Hamas since they got elected.

Why were they elected?
Because those Palestinians in Gaza at the time - had bought into the vision of Hamas being more capable then the PLO to gain a sovereign and independent Palestinian State.
