Actually, the US should adopt a policy wherein we should gradually and cautiously back away from countries that support radical Islamic extremists, and terminate foreign aid packets to countries that have been opponents of US policy.
Yes, we should give money to Syria to take in all the "Palestinians", so they don't have to live under mean Jews.

Since the days of Yasser Arafat and the consummation of the Oslo Peace Accords in September 1993, at least 54 Americans have been murdered by Palestinian terrorist action.
The US needs to abort its donor activity and humanitarian efforts towards the Palestinians, and any country that still has failed to achieve a peaceful settlement with Israel. This would include both Syria and Lebanon.
Every country, including the 1988 State of Palestine, has the right to decide who their allies are and who the opposition might be. Both the US and the Palestinians have the right to pick and choose who their friends are. The US needs to avoid diplomatic entanglements with nations that present a clear and present danger to America, her citizens and interests.
Note: the Last American killed was Taylor Force; 9 March 2016 at the Port of Jaffa, when a Palestinian indiscriminate attacks against civilians at the Port entrance, and killing anyone in reach.
If the US involvement in the peace process is such a failure, the the US should abandon that effort until such time as a more effective strategy is developed. And during that development phase, the US should take what steps that are necessary to improve the defense of the Jewish National Home and preserve the stability and culture of the people.
Passively, the US should adopt a posture such that US immigration enforces visa limitations, and declines the nonessential travel of Arab Palestinians to America for any reason.
