From a military perspective, it makes sense to clear all the civilians and go after Hamas. However, that is completely impossible in real life, some people are going to refuse to leave, even without Hamas stopping them or whatever.

The occupied territories are de facto Israeli territories, so its people are also Israel's responsibility.

I've seen the pictures of them shooting at cars. There has been no footage or confirmation of dead babies from the IDF.
