I could see that discussion after Russia, Iran, Saudi Arabia, CHina, Vietnam, North Korea, Sudan, Pakistan, Syria, Myanmar, Cuba and some Stans were kicked out. Maybe Egypt and Zimbabwe also.

At various times this list would have included Cambodia, Chile, Argentina, the US, South Korea, most of Central and South African nations.
