Hamas of course shares the blame, they do use civilians as human shields and want to inspire outrage worldwide at Israel's response. Their strategy appears to be working, perhaps far better than they are entirely responsible for. But that does not excuse the deliberation and planning of Israel murdering civilans, they are not "collateral damage" when they are targeted.
