Collateral damage, to me, is like when a place is struck by a bomb, and some people couldn't get out, and they get hurt/killed. But for a government to purposely hunt down and kill journalists, who are not hiding in bunkers or places like that, then sorry, you cannot say this is collateral damage.

I do not have proof, I only have my deductive abilities (which works a thousand times better than yours), but here's what I figured: Journalists don't go hiding in places like bunkers. They go around, and I imagine they take pictures, maybe sometimes ask people questions..etc. It is not easy to mistake a journalist for an enemy soldier. So, for a government to have killed not just one journalist, but multiple ones, then the conclusion I draw is that they did this purposely. They put effort into it.
