We send over troops, and end up creating ever worse problems and then, because we are seen as invaders, we serve as a focal point to rally opposition. In the end - no matter how many troops we send in, it won't matter if the surrounding nations can't reconcile their differences, cooperate and rout this evil because it is an evil rooted in that region's conflicts.

That is true because there is no comprehensive plan in place. The problem is the fact that you can not fight a single big battle and voila you're done. The reality is it is a multi generational fight that first requires a huge battle, and then a multi decadal battle to win over the hearts and minds of those you are fighting. You are looking at decades of low intensity conflict that will end when the people are allowed to finally think for themselves.

Back in the old days you would simply kill everyone and the fact you are killing innocents was considered acceptable. Thankfully that is no longer the case but the simple belief that you can go in and bing bang bong you're done is wrong.
