We don't know what was going through his mind almost 50 years ago. He might have had more important things to do at the time. It's not like America was under attack back then anyway.

What the ruling class sold to those who looked up to them as wise stewards, all the time laughing at us for being suckers, was that the appeasement at Munich in 1938 led directly to Nazi predatory expansion and World War II; and that letting South Vietnam fall would start the same aggression by Communists until they'd surround us with more annexed countries having nuclear weapons. If we had won in Vietnam, the dogma would have been that it prevented World War III and led to the collapse of the Soviet Union.
