Who told you this? Any government should work for their people, not for some stupid ideas. And if Riga's regime had started genocide of Russians and provoked Russia to intervene to protect Russians - the very survival of Latvian people and Latvian dialects is questioned. Anyway what exactly Latvian dialect should Riga protect? Western? Central? Eastern? They are talking about "protecting" of "Literatural Latvian" invented by the Soviets, but supress actual, living human speech of Vent, Livonian, Pskov and Latgalian Latvians.

And this is one of the main reasons why they lost their empire and now losing even New Caledonia. Being an asshole and forcing people to speak a language they have no need to learn is the simple way to get a rebellion.
Both Russia and America are much more liberal about languages. We are not annoying people without practical reasons.

Not necessarily. There are a lot of US citizens who barely (or don't) speak English. English is just practically necessary (and not only in the USA). But if you don't want to speak English nobody can force you.
