If we won the war why is Iran making demands before an end to the war?

One more time. Why North Korea don't use nukes against South Korea, or France don't use nukes against Spain? Why those nuclear states don't feel themsleves to do whatever they want on Korean Peninsula or in Europe? It's quite simple and universal for everyone - Roman-Catholics, Atheists, Orthodox Christians, Shii Muslims, etc... With the minimal nuclear arsenal, all what you can get is a Minimal Deterrence, in fact only insurance against vital threats.
For example, the USA, by the first counter fore strike can destroy with high probability most of North Korean (or French or British) nukes. But with probability 10% some of those nukes will come through US ABD and hit one, may be two American cities.
Is those are acceptable loses? It depends on alternatives. We can be absolutely sure, that no American president, nor backroom boy from Deep State, nor any even partly sane cultist from Chabad, won't attack North Korea just for lulz, or for any stupid reason. We can be sure, that he won't attack even for pretty big amount of REMs, or for coal or for any other triffle. It's what we call Detterence type I, or Providing Stability. "If you attack our nuclear forces, some part of them will survive, retaliate and will cause unacceptable damage".

But does it mean, that DPRK has absolutely free hands and can, say, nuke or gas Seoul? No, it doesn't. In fact, if DPRK try to attack Southern Korea, the USA may decide that Southern Korea worth the 10% risk of losing one or two cities, and DPRK knows it. That's Deterrence Type II, or Providing Multi-stability. "If you do something extremely provoking, we'll nuke your nuclear forces, and survived part of them will be able to cause only moderate and acceptable damage by retaliation strike".

Iran will not fear retribution of them using their nukes because they believe only through chaos and war will the 12th imam appear and bring about their version of the promised land.

You're changing the argument. I'm talking about Iran and the terminal belief in the 12th imam.
