IRS to pay interest on tax returns filed on time?

The Federal government has never paid interest on over withheld tax money. The amount will average a few dollars especially considering the interest payment will also be subject to tax if it is over ten bucks. Are they setting a precedent for the future or is this supposed to be "stimulus"?

If I recall correctly the irs has always paid interest on a late filing, if one was due a refund.
