So a set of checks to request the ballot, then the set of checks when the absentee ballot is cast.

And part of the check in addition to signature and address, is that the person voting absentee ballot, had to have requested a ballot.... this stops counterfeiting....

Also, a count of all ballots mailed out is taken, and then a count of all ballots received as casted votes... this prevents more ballots being returned, than mailed out. That would be caught....

Then when the absentee envelopes are checked and pass muster, they are counted again, the good ones, and ballots are removed for machine counting of candidate votes, a count of total ballots counted by the machines, has to match the total amount of absentee envelopes counted, that met muster....

And that it can be done safely, with some thought put in it!!!

There are about 10 states that over the past few years have converted to all mail in ballot, to vote, a couple of states have been doing it for around 20 years now.... They have PERFECTED an ALL mail in ballot voting systems in their states with voter fraud nil.

It would behoove any new state that was trying to expand their mail in voting to larger groups of people to work with these experienced states and some of their safety measures.
