Immunity from ICC looking bad

Anybody seeing a clear path to this? Just a hunch, but I'm thinking that Bush WANTS us to lose immunity giving him the perfect excuse to pull troops out of peacekeeping missions and put them in iraq and afghanistan.

Another thought:

With the recent outcry over what's going on in Africa, why aren't any other governments sending peacekeepers to that troubled continent? It's not like they don't have troops to spare
Are they waiting for us to lead as usual?
