There's more to the story than you have presented above.
DHS said that Leonardo Garcia Venegas interfered with an arrest during a targeted worksite operation by physically positioning himself between Immigration and Customs Enforcement (ICE) agents and the subject they were attempting to detain, and by refusing to comply with numerous verbal commands.
ICE agents had every right to ask for his ID considering the circumstances. Just so you know, Venegas's brother is in the country illegally and was arrested.
